Role within the project:
USAL and its TIDOP Research Unit are a multidisciplinary team focused on verticalizing technology and innovation through intelligent 3D “MAP” models that provide solutions to problems in the security sector with applications such as: Vehicle Inspection, Traffic Accidents, Surveillance, Maintenance, Security and Quality Control. Particularly, the research unit offers three innovative tools for fighting against crime and terrorism.

The main role of USAL within the project will be to develop a technological system that will generate scenes and virtual representations of the actual incident scenes in order to maintain complex reality-based 3D visualization and bring high-quality VR worlds to be used into LAW-GAME game engine. Established in 2018, within the the Research Group on Law, Science, Technology & Society (LSTS) at the Faculty of Law of Vrije Universiteit Brussel (VUB), the Cyber and Data Security Lab (CDSL) promotes understanding and knowledge of the legal aspects of cybersecurity and information security. Role within the project:
The task of VUB will be to ensure that research activities, comprising project pilots undertaken within the scope of LAW-GAME, are carried out in line with recognised ethics in research standards and comply with the relevant with European and national legislation, including privacy and data protection.

General Description:
The University of Malta (UM) is the highest University in Malta. There are some 10,000 students including over 750 foreign/exchange students from nearly 80 different countries, following full-time or part-time degree and diploma courses. The proposed research will be performed by the Institute of Digital Games (IDG). IDG was established in 2013 and houses a multidisciplinary research group with backgrounds from Computer Science (specifically AI and HCI), Interaction Design, the Arts, and the Humanities. The group performs basic and applied research, approaching games from a variety of perspectives, many of which focus on interaction design, serious and persuasive game design, AI, user (cognitive and affective) modelling, procedural content generation and player experience. The Institute has already participated in several national and international research projects. The Center for Security Studies (KEMEA) is a think tank on homeland security policies and an established research center since 2005 (L. 3387/2005) within the Hellenic Ministry of Citizen Protection, aiming to support security policy implementations in Greece at a strategic level. More specifically, the activities of KEMEA include: a) research and development in the context of National and European projects in close cooperation with LEAs, working under the auspices of the Ministry of Citizen Protection b) training of practitioners in new systems and technologies and c) the certification of practitioners in private security professions at the national level. KEMEA also provides advisory and consulting services to the Ministry of Citizen Protection, as well as other Public and Private authorities, on safety and security issues. A main objective of KEMEA is to bring together all national Law Enforcement Agencies (Police, Fire Service, Coast Guard, Civil Protection agency, etc.) and to enable them to collaborate, interconnecting them with corresponding agencies, research institutions and the industry from around Europe.

Role within the project:
For the LAW-GAME project, KEMEA will participate in requirements elicitation and use cases analysis, mainly focusing on defining practitioners’ needed capabilities, training gaps and identifying learning objectives and expectations.  Based on that, KEMEA will lead all consortium activities concerning the development of the required training curricula and training content for LAW-GAME use cases, along with a training assessment framework for the developed solution. KEMEA will further be involved in pilots planning, execution and evaluation, mainly supporting Hellenic Police in the “Police Interview Game” pilot.

The second main focus targets the explainability of the Modelling and Predicting Illegal Activities in LAW-GAME. Based on Game mode design and AI-enabled modelling for terrorist attack, we will implement and validate a set of explainable AI (XAI) techniques, which will ensure that the Machine Learning and Predictive Analytics techniques are either transparent or explainable so as to be trusted and acceptable by the users of the game.

SQUAREDEV is a software consulting company with a focus on AI and cloud computing. Squaredev applies AI research in numerous fields through the combination of data science and computer science. Role within the project:
Squaredev’s main contribution in the project will be to provide object and human detection models. In detail the main objective of Squaredev is to determine the human presence within the incident scene, to identify the individual and to analyse his/her actions, where possible. In order to achieve this, a facial recognition and identification modality will be developed by utilizing RGBD sensors. Also, based on the initial semantic 3D models reconstructed different algorithms for the detection and recognition of specific elements in the incident scene (e.g. arms, blood, victims, faces, bullet marks, car damages, car deformations, road marks, tires, etc.) will be developed.

Serviciul de Protectie si Paza – The Protection and Guard Service (SPP) is a state body with functions in the field of national security, specialized in providing protection for the Romanian dignitaries, the foreign dignitaries during their stay in Romania, and their families, within its legal competence. It also provides guard for the headquarters and residences of the abovementioned dignitaries in accordance with the decisions of the Supreme Council of National Defence. SPP has a military structure and is part of the national defence system and through its specialized structures, has among other, the following functions: organizes and carries out activities in order to prevent and annihilate any action that might be a threat to the life, physical integrity, freedom of action and health of the persons whose protection is in its charge; carries out the guard and defence of these persons’ headquarters and residences; organizes and conducts, during the missions of protection and guard, the activity of all the participating forces; intervenes, independently or in cooperation with other institutions designated by the law in order to prevent or counteract the actions that may endanger the life, physical integrity, health or freedom of action of the protected as well as the security of the guarded objectives.

The State Protection and Guard Service (SPPS) is a state institution with tasks in the field of national safety, specialized in providing protection for the Moldovan dignitaries, the foreign dignitaries during their stay in the Republic of Moldova, and for their families, as well as in providing guard for the dignitaries’ work places and residences. The SPPS is authorized by law to provide measures of protection, guard and anti-terrorist control at permanent and temporary objectives such as: the headquarters of Presidency, the headquarters of Parliament, the headquarters of Government, as well as the residences of foreign dignitaries who visit the Republic of Moldova.

In order to fulfil the tasks provided by the Law no. 134 dated 13.06.2008 on functioning and organization of the State Protection and Guard Service, the Service carries out missions of protection, anti and counter-terrorist interventions, guard and securing high-profile events and venues with the participation of the protected VIPs. During the protection missions, SPPS organizes and coordinates the activities of the involved institutions: the Ministry of Internal Affairs, the Security and Intelligence Service, the Ministry of Defense, the Ministry of Foreign Affairs and European Integration and similar institutions from abroad.

  • prevent and interdict crime as well as to protect the State and the democratic form of government within the framework of constitutional order, a mission that also includes the implementation of public and state security policy.

Besides the Police and Border Guard Board team, about 1,500 volunteers help us, giving their free time and energy as assistant policemen and volunteers helping with rescue at sea.

The functions, rights and responsibilities of Police and Border Guard Board are imposed by the Police and Border Guard Act and the institution’s statute. Our tasks:

  • Migration management
  • Identity management
  • Threat and offence prevention
  • Promoting voluntary activities
  • Solving offences
  • Serious and organised crime
  • Crisis preparedness

Role within the project:
In LAW-GAME, EPBG will be mainly responsible for leading pilots planning and evaluation and have a main role in the “Terrorist attack” mini game execution.

EPGB will contribute to the definition of the training scenarios and content and the dissemination of the project results.

General Description:

The Estonian Academy of Security Sciences (EASS) is a state institution providing professional training for civil servants in the field of government under the Estonian Ministry of the Interior. The EASS was established in 1992 to train specialists with higher education for the police and other law enforcement agencies. Since then, EASS has undergone several reforms, but the goal has remained the same – to provide the best possible training for internal security professionals.

Since 2010, EASS has consisted of four colleges and an institute that train officers in the fields of police and border guards, rescue, corrections, and taxation and customs. Studies are conducted at the level of vocational training, professional higher education, and master’s studies, in both full-time and distance learning forms.

The Police and Border Guard College (PBGC) is responsible for providing basic training for all police officers in Estonia. The current educational model for police training in Estonian is based on the fact that policing and border guarding duties in Estonia are performed by one law enforcement agency – the Estonian Police and Border Guard Board. Therefore, all police officers who graduate the PBGC have the opportunity to choose a career in either policing or border guarding, or even to change positions during their career.

The PBGC offers two separate curricula, but both ensure that graduates have both the competencies of a police officer and a border guard officer:

  • Vocational curriculum (approx. 1.6 years; 100 ECVET points)
  • Higher education curriculum (3 years; 180 ECTS)

Both curricula are in line with the FRONTEX CCC and provide graduates with the best competences to work in the field of internal security.

General Description:
The Forensic Science Center of Lithuania (LTEC) is a state governmental forensic institution established in 1958 under Ministry of Justice of the Republic of Lithuania. The main activities of LTEC are:

  • Forensic examinations performed under civil, criminal, administrative procedures for courts, prosecution and in pre-trial investigation;
  • Research and methodical work;
  • Training of judges and other experts and recognition of qualifications.

Currently, there are 38 types of examinations performed in 8 departments. LTEC performs approximately 4300 forensic examinations per year, employs 145 persons, including 110 certified forensic experts, registered in the list of forensic experts of the Republic of Lithuania. The institution is certified according to LST EN ISO/IEC 17025 standard for stamp, stamp impressions, fibres, a wheel with a pneumatic tire, handwriting and signatures, fingerprints, paints, bullets analyses (Accreditation certificate No: LA.01.107, valid until: 2015-09-02). Accreditation status means that LTEC has developed and successfully operates internationally recognized quality policy and management system, which covers all processes in the institution. LTEC has broad collaborative relations with Lithuanian and foreign forensic institutions. Since 1995 it has been a member of European network of Forensic Science Institution (ENFSI) and since 2008 – a member of Baltic States Forensic Institution Association.

Role within the project:
LTEC will lead activities relevant to the Pilot Case 4 – Car Accident Analysis and as an end-user of the project it will further contribute towards identifying end-user requirements, demonstrations, training and evaluation activities and lessons learned.
